The scene opens in a backwoods hut, the home of Dave Barlow and his stepdaughter Anna. Barlow is one of a party of timber thieves who have been working stealthily and to good profit in the government forest reserves on which property they live.

Jess is insulted and orders him away. Blackburn, angry and vindictive, swears he will get her yet. A few nights later, Jim Brady, a cowboy, who is courting Jess, proposes marriage and is accepted. As Jim is slipping an engagement ring on Jess' finger, Blackburn appears and again makes his threat, saying, "You haven't got her yet and you never will." Young Deer, an Indian, and his squaw. Red Wing, are trying to sell some beadwork, when Blackburn, who has been drinking very hard and is in a fighting mood, attacks both of them. Jim Brady, seeing the plight of the Indians, comes to their aid and drives off Blackburn, who is now more determined than ever to get revenge.
A kid with a wild imagination overhears the plan of some bandits to hold up a bank. Together with a gang of other kids, he carries out the plan before the adults and when they try to get the gold back, the kid sets up a trap for them with the Sheriff.

Mabel Madden, thrown upon her own resources, inherits a saloon from her father. She is somewhat infatuated with Tom Mason, against whom suspicions have been aroused of rustling cattle from the neighboring ranchmen. But she is also a great admirer of the intrepid sheriff.

The Rough Riders are called in to help save Master's stage line. Taggart has his gang robbing the stages and shooting the drivers. When Buck drives the next stage, Taggart's men rob it and then make it look like Roberts is part of the gang. Written by Maurice Van Auken
Diamonds are being smuggled across the border from Mexico in a specially made shoe of a palomino mare. One of the smugglers is killed when the mare runs off. The sheriff blames Trigger for the death. To keep his horse from being destroyed, Roy confesses and goes to jail. The smugglers buy Trigger and put him to work smuggling diamonds. The mare, who had earlier heard a trist with Trigger, foals Trigger, Jr. who Roy, finally out of jail, uses to help capture the smugglers.
One of two towns will be selected to be the County Seat and Editor Palmer has a gang working to make sure his town is chosen. Investigating the lawlessness, Red Ryder poses as an outlaw to get into the gang hoping to find out who the boss is.
