Shot in the abandoned buildings of Gary, Indiana and the cornfields of Western Illinois, The Twenty-One Lives of Billy the Kid presents a fractured historical narrative without any real protagonist, one in which the titular character goes mostly unseen - Billy the Kid as the always-off-screen assailant, as a ghost’s laugh, as a shadow on the road.
A gang of landgrabbers, led by Mexican bandit Manuel, terrorizes the small town of Landford City. The sheriff asks the army for help, which orders Captain Mike Jackson to see what is going on in his old home town and also search for a government agent who has disappeared in that area. Lee Preston, aka Leland Bruce, kills a man in self defense but flees to the redwood country when the law makes it a murder charge. There he meets Lynn O'Malley, the niece of Sandy McTavish who runs the trading post. Lee learns the reason why this is good trapping country is because the timber barons across the lake are ruthlessly cutting the trees and driving the animals across the river. The trappers appeal to him to take a petition to the Governor which would prohibit the timber people from coming to their side of the lake. At first, because he is a wanted man, he refuses but does so later for the sake of the people even though he knows it will lead to his arrest.

The town sends for Bill, who returns unarmed because his wife has hidden his gun. When Colorado Charlie demands a shoot-out, Bill's wife relents and gives him back his weapon After Bill kills the bandit, his wife agrees to his return as sheriff.
In search of a box supposed to hold a treasure, a young woman goes into the ruins to recover her loot. Followed from afar by a man, the latter traps her and forces her to give him the said box. By observing its contents, he realizes that it contains only 13 euros and decides to do everything to find out where the young woman could have hidden the rest of the money.
As an escaped convict, Captain Midnight is welcomed into the Hellville band of bushrangers.
Edgar, his wife and his brother-in-law are riding through the desert in a convertible to see a restaurant that Edgar has purchased sight unseen. They camp in a ghost town and Edgar sees a "Gold Nugget Restaurant" sign and it dawns on him that is his purchase. Inside, Edgar runs into two outlaws who force him to drive them to the next town. Unknown to Edgar, Sally lassos the renegades out of the back seat, while Edgar drives on in his (usual) blissful state of ignorance.
